The effectiveness of grassroots governance directly determines whether the economy and society can sustain development, prosperity, and stability. The complexity, variability, and suddenness of grassroots governance test the wisdom of governments at all levels, requiring us to innovate governance methods and build a new pattern of grassroots governance.

This topic is guided by the leadership of the Party, implementing the development concept of "putting the people at the center", adhering to the construction concept of "people's livelihood government", actively guiding the exploration of new concepts, new paths, and new measures, promoting the systematic, holistic, and collaborative development of social governance, and achieving modernization of social governance.
